If representations converge to a shared global geometric structure, they automatically also converge to shared local neighborhood relationships, but local agreement alone does not guarantee the global structure has settled. This makes the global-geometry claim the stronger, more demanding test: passing it satisfies the local-relationship test for free, but a system that only finds local agreement cannot conclude the deeper structural convergence has occurred.
