IN premise

A claim whose `depends_on` references are all absent from the beliefs file gets no justifications and is added as a premise (IN by default).

Summary

When a claim references dependencies that don't exist in the system, it can't be justified through those dependencies. Instead of being rejected, it gets treated as a foundational assumption — something accepted at face value because there's nothing in the system to derive it from. This matters because it means importing external claims won't fail silently; they'll enter as premises that stand on their own until proper justifications can be established.
