In auto mode, `deduplicate` retains the cluster member with the most dependents and retracts all others

Summary

When automatic deduplication runs, it picks the belief that other beliefs rely on most heavily and keeps that one, retracting the rest of the cluster. This means the most structurally important version survives, minimizing cascading retractions across the network.
