`cluster_beliefs` returns exactly `budget` belief IDs when the input set is larger than the budget, and all items when the input set is smaller.

Summary

The clustering function guarantees a deterministic output size: ask for N representative beliefs and you get exactly N back, never more or fewer, unless there simply aren't that many to choose from. This means downstream code can rely on the result count matching the requested budget without needing extra bounds checking.
